The Assault HMG is better at range as it has a much higher max range and higher optimal range. The Burst HMG's advantage is that the RPM is much higher, so you can kill people quicker if you have them perfectly aligned, but the range is no differe...

You buy them from the market like everything else, they're under "equipment" rather than weapons if that's what's confusing, because they use an equipment slot.
